Early attempt by HO manufacturers to make RTR trains in sets. Track is Fleischmann Made In Western Germany. A Fleischmann transformer came with the set in a separate package. I don't have that. It is confusing to me. Was the loco was a kit or RTR. Lots of interesting paper including Loco assembly instructions. I'm not sure all of the loco parts are there. The truck boxes shown are empty.
