This is Vintage Antique Primitive Folk ART Native American Indian Eskimo Inuit Terracotta clay Figurine.

The piece is signed by the Finnish-Canadian artist, Eija Seras. Not a lot is known about Ms. Seras. She was born in Finland in 1927 and later moved Canada 1959. She produced a range of Inuit figurines, hand sculpted from terracotta clay, in the 1960s through the 1970s while based on her four years living at the U.S. Air Force base in Goose Bay, Labrador and later continued from her Ontario home.
