This item is a  First Edition Arcee action figure that was offered as a BIC Cameras exclusive in Japan.

 The toy based on the first edition mold, is getting a shiny new makeover with a beautiful blue chrome plating throughout the figure. 

The toys were offered by Lucky Draw mail-in campaign and only 25pcs  in the world.
