I am not sure if this is an artagraph or what. It does appear to be a quality textured print - to the point that when my wife bought it she really thought she was purchasing an actual painting. I can't tell about the signature either though my friend said it said Monet. Buyer be your own judge. 

IT IS ALSO FRAMED VERY WELL! That alone costs a lot of money!

On the back the label came off at some point but you can see the first two letters on one line were "Ar" -- another clue meaning this could very well be an artagraph. Also I found on one edge "printed in Italy". 

I tried to capture as quality photos as I could of the texture. It is very nicely textured, until I found those other clues I also thought it was a painting.
