We urge you to have all brand-name merchandise, such as Pandora, authenticated by your local authorized dealer when you purchase on eBay and other auction sites.


In addition, we have intel on some "top sellers" who use several eBay ID's to sell Pandora. When they start to get too much negative feedback for Pandora that is not authentic, they poor into the account with the most positive feedback. Don't let the fact that they have thousands of feedback sway you into trusting them. Ask us in a message, and we will be happy to tell you of the accounts that are one and the same company. Please take the time to actually read the individual comments, especially the negative comments. You won't find anyone stating our Pandora was not authentic when they had it checked at a Pandora store. In fact, you'll find many who verified authenticity and posted this in their comments for us. We do try our best to ship same-day or the following business day after receiving your cleared payment, but this is challenging during the busier holiday seasons. For this reason, we can only guarantee that your order will be shipped the following business day when we receive your cleared payment for your order in full by 6 pm EST.

We accept PayPal payments only at this time. You may pay through PayPal using your major credit card or an eCheck. Please be aware that we will ship orders paid by eCheck when PayPal notifies us of cleared payment.

We cannot stress enough how important it is to order gifts during busy holiday seasons WELL IN ADVANCE of the holiday! It is a known fact that every December, the USPS gets swamped with cards and packages to ship out and deliver. It is only natural that it will take longer for you to receive packages from us in December, even though we have shipped your order out within the promised 1 business day. Valentine's Day, Mother's Day, Father's Day are not quite as tricky, but it is still best to order a week earlier than normal for these occasions.

In addition, we at Palmer Jewelers work our tails off all year round processing orders which stemmed from our eBay Store, our business website, and other marketing campaigns. Once it is virtually impossible to get merchandise delivered to you in time for Christmas, we close our doors for the rest of the year. That is usually our only vacation each year. We generally cease order processing and shipping of orders 5 mail days before Christmas. All orders received after we close up shop for the holidays will be processed on January 2nd (Jan 3rd or 4th if January 2nd falls on a weekend day).

DOMESTIC ORDERS:
Please choose your preferred shipping method from the drop-down menu at checkout. You may choose between
  • USPS First Class Mail (Least expensive) Usually arrives from East Coast to West Coast within 4 business days
  • USPS Priority Mail (normally delivered in 1 - 3 business days, but not guaranteed)
  • USPS Priority Mail Express (Guaranteed delivery in 1 business day for residents inside city limits, possibly 2 days for residents outside the "guarantee range". Please contact your local post office if you are unsure if your address is inside the guaranteed 1-day delivery range).



"Missing"  Packages:
Once we do our part by shipping your order and the tracking number confirms that your order was delivered to your PayPal shipping address, we cannot be held responsible for the package if you claim you have not received it.
We are sorry if this TRULY does happen to you, but one too may times, buyers have claimed not to receive an item and expect us to refund them on their claim of non-receipt after tracking showed it was delivered to their address. In addition, eBay, PayPal, and even credit card banks all decide in favor of the seller when proof of delivery is rendered.
We do insure each package, but USPS will not pay a lost package claim if the package was scanned as delivered to the correct address.
If you do not have your order, but it is validated as "delivered" on the USPS website, we suggest you check with your mail carrier, your local USPS office, and neighbors. If all else fails, you may wish to contact local police if you feel your package was stolen from your mailbox.
If you live in a neighborhood you feel is unsafe due to the possibility of package theft, it is suggested you add the shipping address of a neighbor or friend (or your work address) to your PayPal shipping addresses in your PayPal account before paying us. Choose that address from your saved shipping addresses in your PayPal account when you make your payment.  (We cannot change your address at your request once your payment is made, as we would be voiding the PayPal Seller Protection protocol in doing so, and PayPal would not support us if a claim is made of non-receipt because we altered the label. It may seem like a lot of work to set this up, but we cannot help you if you decide against these extra security measures and your package is stolen from your mailbox.

INTERNATIONAL BUYERS:

We use eBay's Global Shipping Program for all international orders. eBay collects a shipping fee, which they include in our invoice to you, to cover their cost of shipping your package from their terminal to your international address, plus our actual cost to ship from our store to the eBay/USPS terminal that will ship your Global Shipping Package to you from the U.S.  The first shipping charge mentioned above is a fee that eBay receives, not us. It covers their shipping expenses to ship from their hub to you, as well as any customs fees your country may impose upon you, which is the buyer's responsibility to pay. Since eBay collects this from you upfront, they will pay the duties to your country on your behalf, and you will not have to pay any customs duties upon delivery of your order.

We ship worldwide except to Russia.

If you choose to have your international package delivered to a U.S. address for this third party to forward your package to you (in order to avoid eBay's Global Shipping Program and/or Customs Duties), or because you live in Russia, YOU are responsible for the international shipping cost of any returns, regardless of reason for return, and any shipping fees you paid to us or to eBay are not refundable, as we had to pay for non-refundable postage to get the order to you. If we pay for ANY return shipping cost, we will only pay eBay for  a return shipping label that they will email to you, and they will only submit a label for your item to be returned from the domestic (U.S.) address to which we shipped your product initially upon purchase. We opted in to eBay's GSP so that we would not have to deal with the expense and hassle of international returns. We do not offer to ship international packages directly without utilizing eBay's GSP, so we cannot be held responsible for returns if you go around this program to make your purchase. Should you need to return an item, we may offer to issue a postage-paid return label to the DOMESTIC (USA) address to which we originally shipped your item ONLY. We will not pay for international return shipping.

- Your feedback is very important to us. Please inspect your merchandise promptly upon arrival. If you are satisfied with your purchase, please post positive, 5-star feedback for us, and we will return the favor! If you have questions or concerns about your purchase, please contact us immediately. If we have made an error of any kind, we will make it right. Please give us this courtesy.

- 6% State Sales Tax is collected on all purchases delivered to addresses within The Commonwealth of Pennsylvania.

- Our prices may fluctuate from one listing to the next of the same item due to different costs we may pay. We will reduce the price if we get a better deal; and we will have to increase the price if we have to pay more.

- Any photos showing other items besides the item listed in the title and the description are sold separately. Some items are sold as "Pairs of Two", such as some spacers and clips, and the listing title and description will state as such. Please read all titles and descriptions carefully so you know what you are purchasing.


  Return Policy
 A full refund of the purchase price of your item(s), (less any and all shipping costs), will be issued upon return of merchandise within 30 days of receipt, as long as the exact item that was shipped from us to you is returned to us in the same (brand new) condition. All items that came with your purchase must also be returned, such as jewelry boxes or pouches, merchandise tags, and any other items in the package that we may have sent to you. We give you a full 30 days to inspect and try your purchased item(s), but items may not come back to us in "used" condition. (No scratches, dents, rips or tears, dirt, stains, etc.). If you received any free items as part of a promotion, such as "Buy 4, Get 1 Free", for example, the free item(s) must also be returned, as you no longer will have qualified for the free merchandise once you return the item that qualified you for the free gift.

A restocking fee of our original postage cost to ship the item to you will be imposed if you did not pay for shipping to receive your order. This is usually around $2.61 for USPS First Class Domestic Mail and upwards of $6 if shipped by USPS Priority Mail (domestic) for jewelry.

Returning a different item other than the one we shipped to you, such as a cheap knock-off of the item, or a different item entirely, constitutes mail fraud, and it will not be tolerated! Federal investigators for the USPS will be contacted immediately. "Switcheroos" can, and will, be proven, as such scams have been attempted against us in the past...unsuccessfully.

We apologize to the majority of you who are upstanding, honest citizens, for having to muddle through our lengthy terms of service and policies. Without all of this in writing, there are a few bad eggs out there who could succeed in duping us, and we are not in the business of being duped!
