Appears to be the butterscotch color which indicates bakelite.  This has been tested following instructions from Antiques Roadshow and is Bakelite.

4 overstickered tiles, unknown underneath, possibly flowers, and the stickers that appear to have fallen off...
4 extra faded flower tiles (paint faded)

Round bakelite piece perhaps used in place of dice??  Or as a scoring mechanism?  With turning mechanism as shown.

Alligator style case in good condition considering age with key which does not work as locks appear to be missing some parts.

Also enclosed are printouts of rules.  I purchased this set for my Mother in circa 1995 as she wanted one.  She never used it.  This was purchased at an estate auction in Easton, Massachusetts where I used to live.

This was probably used by the previous owner before me years after the game was manufactured as there are four sheets of what must be scoring information which I am also enclosing and those are dated just before I purchased this.

Mah Jongg (or Maahj, as it is often called) is a fascinating, rummy-like game played with tiles rather than cards. The game originated in China but its exact origins are shrouded in story and myth. Some claim it was the game of Chinese royalty, played in secret to keep the knowledge to themselves. Others claim it was invented by a Chinese General to amuse his troops during long months of battle. The modern American Mah-Jongg set has 152 tiles.

Four white dragons ("soaps")

 

Four each of:
North Wind, East Wind,
South Wind and West Wind.

 

8 FLOWERS - I have only 6 flowers

 

8 JOKERS - I have no Jokers, only 6 mandarins.

The tiles are mixed, turned face down, and each player makes a wall in front of their rack - nineteen tiles long and two tiles deep.

This set has nothing marked JOKER, but it has mandarins and extra tiles.

It appears to depend on which version of Mah Jong you are playing and which tiles you need.
