This is a Porcelaine de Paris Limoges France miniature cup and saucer. I guess is commemorates Pilatre de Rozier Marquis d'Arlandes November 21,1783 balloon ride. It could be an espresso cup and saucer. 

This has been wrapped with newspaper and sitting in a box of old pottery stuff around out house for years.
