This is the Older Sister from Brown Timbertop bear family in her fancy dress. 

In 1987, she was exclusively sold in Japan under the Fancy Dress series. In this Fancy Dress series, there were five sets of SF's first families. Please check out the 5th photo to see all of them (it is a picture of a leaflet from that year). Each family was represented by a duo of either Mother and Daughter, OR Older Sister and Younger Sister. Even though they were made in pair, each figure was sold individually. 

I bought her second-hand from another adult collector. She came in without her green box but in mint condition. I have kept her in the dark and dry container to preserve her mint condition.
