The Cartagena Agreement is an international legal instrument signed in Cartagena de Indias (Colombia) on May 26, 1969, by which the Andean Community is created.

The objectives of the Cartagena Agreement are:

Promote the balanced and harmonious development of the Member Countries (Peru, Colombia, Ecuador and Bolivia)

Accelerate your growth and generation of occupation.

Facilitate their participation in the regional integration process, with a view to the gradual formation of a Latin American common market.

Reduce external vulnerability and improve the position of Member Countries in the international economic context.

Strengthen sub regional solidarity and reduce existing development differences among Member Countries.

The pact was officially presented as a mechanism for countries to overcome the limitations of narrow domestic markets and develop new industries. The agreement consisted of two main components: the first, sectoral industrial development programs and, the second, the elimination of trade barriers between member countries. The fundamental principles of the Cartagena Agreement were abandoned very soon, without any concrete achievement.

However, the reality is that the Andean Pact responded to different interests and objectives. Its creation and implementation must be understood within the strategy of the United States and its multinationals to consolidate markets in the continent.
