This is a sterling silver souvenir spoon.  The sterling marks from Birmingham, England. The lion means sterling, the anchor stands for the city, and the "g" mark is the date mark for 1906. 

The large decorative crest at the top features what appear to be a lion and a unicorn.

The wording at the top of the spoon reads:
Honi soit qui mal y pense: a French maxim used as the motto of the British chivalric Order of the Garter.
Dieu et mon droit: God and my right (the motto of the British monarch outside of Scotland.)
