Synopsis:
Below-average pre-medical student Jeffrey Marx (Guttenberg), after being rejected by prestigious medical schools, is sent by his father (Bill Macy) to a seemingly sub-standard medical school in Central America. Jeffrey eventually discovers the plight of local villagers in need of medical assistance. With the help of fellow students (including romantic interest Hagerty), he illegally provides medical services to the villagers. Eventually, the school's authoritarian dean (Arkin) discovers the students' activities and decides to prosecute. However, the dean dismisses the charges at the urging of the villagers.

The story, based on ''Calling Dr. Horowitz,'' a novel by Steven Horowitz and Neil Offen, is about an American at a medical school ''somewhere in Central America.'' To this school, Madera Universidad de Medicina, a combination slum tenement and basic training camp (established 1980), comes Jeff Marx (Steve Guttenberg). Jeff has to go to medical school because everybody in his humorless family is a doctor, but no school in the United States wants him. Madera may not be Harvard, ''but the degree is real.''

Jeff Marx wants to study medicine and become a physician. However, his grades are far from enough to get him into an American medical school. But he he gets a chance to study medicine abroad, in a small Latin American dictatorship, governed by the dictator Ramon Madera, who has a big interest in how the medical students behave.
