It is most likely from the 1990s

This seat is most likely New Old Stock and was inside a box with other seats still in their factory packaging
It is in good shape however it has some minor abrasions and wear from being handled over the years.  
It does not have cuts or holes
Seat post hardware is included as pictured
It does have the reflector tab
