This is a vintage Hallmark Keepsake Christmas ornament called Enchanted Clock.  It is animated and lights up when connected to a standard Christmas light chord.  The clock must be turned to 12 to start the animation and lights.

This vintage used item is in overall good condition and works (see the video); it includes its original box; there is a date written on the bottom in marker by a previous owner.
