1848 stampless circular from Richmond VA to Harrison County.  Red CDS with integral paid 3cts at center; paid handstamp.  Nice printed content from the state auditor to county clerks regarding careful separation of white and black titheables.  .  Some splitting to file folds; interesting item and a scarce postmark.
