This is a beautiful Michael Kors Collection dress, made in Italy. Fabric is silk, and the dress is ruched and fully lined (lining is acetate). I would say that the color is a very deep marine blue which also reflects like black. 

The back of the dress has a kick pleat. The fabric feels very luxurious.
