Prince Philippe of Belgium Count of Flanders Prince Philippe of Belgium, Count of Flanders (24 March 1837 – 17 November 1905) was the third son (but second surviving son) of King Leopold I of Belgium and his wife Louise d' Orleans (1812-1850). He was born at Laeken Palace, near Brussels, Belgium. He was named Conde de Flandre on 14 December 1840. He was heir presumptive to the throne of Belgium from 1869 (after the death of his nephew) until his own death in 1905. On 11 February 1866, the Royal Lieutenancy of Romania proclaimed him Prince of the Principalities Romanians instead of Alexandru Ioan Cuza. Prince Philip, related to the Bourbons, so as not to upset Napoleon III, almost instantly refused the proposal, through the Consul General of Belgium in the Principality, Jacques Poumay
