After linking it with the Xbox account you used on Steam, the DLC should appear in the game. After linking your Xbox account with the one used on Steam, the DLC should appear in the game. When you switch back to the Steam version, it will be visible as well.
2. If you're not willing to buy the Xbox version, you can reach out to Sea of Thieves Support for assistance with the missing cosmetics.
