This is Hellspawn 2 from the Spawn Classic Comic Covers Series 25 by McFarlane Toys.

Spawn Classic Cover Series 25 takes up where Series 24 left off, expanding on the theme of comic book artwork as action figure. 

While the initial foray stuck with the core Al Simmons Hellspawn, Series 25 features other popular characters from the Spawn mythos. 

Each figure measures 7" tall and comes with a mini comic book cover and stand.
