The waist is measured laying flat from one side to the other, you will have to double the number to get the true waist measurement. 

The measurements are listed above, in order to ensure a good fit take a pair of jeans that fits you well and compare the measurements listed.  I have listed the size on the label, I don't make any assumptions regarding the item running small or large.
