A unknown artist to me as I could find no references to him anywhere.  The framing is from the Getz Brown Art Gallery in Cincinnati, Ohio which appears to have been active in the 30's and 40's, and they apparently sold a lot of prints according to some correspondence of theirs that currently resides in the Smithsonian.  The original label is on the front, so this was a significant price for this item at that time.
