Intriguing and Clandestine History behind the note: 

On August 1st 2008 the banknotes of the third Zimbabwe dollar, which were printed for that abandoned second phase of the 2006 redenomination, finally and completely replaced all the old cheques of the second dollar at the ratio of 10 billion to 1. However, the year-over-year inflation rate in the country had reached over 89.7 sextillion percent! 

But then things started to get interesting.

Because in July of 2008 the German government had pressured Giesecke+Devrient who supplied the Banknote paper to suspend services to Zimbabwe along with Jura JSP software, who licensed the Banknote designs, and SICPA who supplied secure inks gave into pressure from the U.N. to suspend all services to Fidelity Printers and Refiners(the security printing company owned by the Reserve Bank of Zimbabwe). Why?

This money was then being used to fund Robert Mugabe’s regime that set up networks of command bases around the country manned by liberation war veterans and youth militias, in the run-up to the June 27 presidential runoff election of that year.

This total sanction as one could imagine caused a lot of trouble for Mugabe’s government but is also where this note comes into existence. Especially significant considering it comes from this sanction period. 

In fact all of the famous >10 billion denomination notes, started issuing in January 2009. Because according to the reserve bank of Zimbabwe, conveniently, these were in fact printed and long before the material sanctions during early 2008 . . . 

Although it isn't known for certain what likely happened was their previous suppliers from Europe setup associate companies in South Africa to enable FPR to access the bare essential materials needed. As a result and evidenced, the high value notes contain very little modern security measures or holograms compared to notes from the previous years.
