WILLIAM WILLIAMS.  William Williams (1731-1811) was a merchant and member of the Second Continental Congress from Connecticut who signed the Declaration of Independence.

Ink signature of, “Wm. Williams,” clipped from a letter or document, measures 2.5 by 0.5 inches, and in very fine condition having been attached to a larger slip of paper measuring 4.875 by 3.875 inches.
