This is a rare Street Fighter II bootleg mini playset toy from the 90s (?) in the World Fighter toy line.
It is in the shape of a SNES/Super Famicon controller and features Chun Li vs Guile on Guile's stage.
It includes all pieces including 2 guard rails, a hay stack, and 2 pipes. Everything is in great condition as per the pictures.
As a bonus, I have included a random Ken figure as well. Who knows where he's from, most likely some other bootleg toy.
