William Bailey trained at the Edinburgh College of Art in 1945 where he was awarded a travelling scholarship to Sweden, France, Greece and Italy between 1950 and

1951. Bailey was later awarded a fellowship of the Edinburgh College of Art between 1953 and 1955. He became a senior lecturer at Manchester Polytechnic between 1955 and 1984 during which time he continued exhibiting at The Royal Academy, The Society of Scottish Artists, Beaux Arts, Bath The Manchester Academy and The Royal Scottish Academy.
