Definitely needs a cleaning.  Has some residue (which does come off) on his belted area and one arm), also some residue going down the side, see photos. Looks like old glue residue, but there is no crack or damage there, so unsure what that is.  No cracks, holes or breaks to the plastic. 

Also note, no light cord.
