On November 4, 2003, Royal Mail issued these E stamps - in the Christmas Ice Sculptures series. This Wall of Frozen Snow ice sculpture, by Andy Goldsworthy of Scotland, was created in Japan. The glowing globes of light at the heart of this wall of ice blocks were created by carving at the snow with a stick almost through to the other side. Where the block is thinnest, the sun is brightest.

"Out Early to Work the Cold, A Wall of Frozen Snow" created by Scottish artist and sculptor Andy Goldsworthy.

'E' stamps are for sending a letter (up to 20 grams) from the United Kingdom to any European destination. They've been around since 1998, but Royal Mail discontinued them in 2004 as people were confusing the 'E' to mean 'Euro'. They are still perfectly valid to use, with an equivalent value of the current European standard rate of postage. Stamps with E are effectively inflation proof and will go up in value as the 20g price to Europe increases each year.
