American Brilliant Period cut crystal toothpick holder.  Higgins & Seiter, 1899.  Faceted prism design on lower portion and cut diamond and fan design on top portion. Reflects light beautifully.  

Very Good to Excellent condition with only hints of use.  One very tiny fleabite just above a point in the prism area.  From smoke free home.
