Amber Glass Lions Head Accent Decanter with stopper-Made in Taiwan

This is approximately 8 inches tall and 6 inches across. Where is Eli and have a seat in the picture with a chain attached no idea what this attaches to maybe somewhere on the stopper. There is one chip where the stopper goes in.
