Regardsthe "Active and passive inventory of the Schwerdtmann masses at Hestrup" (or Lenstrup or something similar?). It's about creditors and the threat of bankruptcy. As a creditor of the Schwerdtmann family, the municipality was probably made a proposal for reduced repayment, which prevented a long process and saved "a poor family from a desolate situation".

About the Bailiff: Georg Ludwig Lamprecht was born on 15. Born September 1802 in Osterholz near Bremen. He was an official assessor Bailiff in Nienburg, Iburg and Fürstenau before becoming bailiff in Neuenhaus (Bentheim County) in 1853, where he remained until his death in 1862. (Source: Annual report on the Royal Pedagogy in Ilfeld 1873, p. 32; Lamprecht graduated from high school there in 1819.)
