There are no breaks chips or damage on this item it moves smoothly back and forth to allow for heat to go  around the pipe. This item is very beautiful very ornate in the Victorian style that they used in the homes in the late 1800s ...fancy homes.. to clean it just wire brush it and then set it in a mixture of 50/50 white vinegar and water for a night or two you know 24 hours - 48 hours whatever it takes to get the rusty oxidation which is very light to get that off and then you can stove black it or paint it and it will be beautiful. This item is 16 inches in diameter on the outside it has a 6-in diameter hole in the center to accommodate stove pipes it would fit into a 13 and a half hole in the floor and it would have a 1 and 1/8 in set back underneath from the 16 inches all around. This antique cast iron floor grate is an original Victorian piece from the late 19th century. The ornate design features intricate details and a 16" diameter round shape. It was likely used as a heat register and would make a unique addition to any antique collection or home wall decor. I'm amazed that these things manage to survive through the years!
