I have included a photo of an archived copy of the certification (#59105) issued by the Philatelic Foundation from January 1977. The stamp was described from the photo I have added as stating, " #116 Genuine with sealed tear at right. The stamp slightly oxidized with French Anchor and Dots Transit Marking. These were canceled on ship as it traveled to France. Scarce this nice with clear and nearly full anchor and dots cancellation.
