Ballast resistors are part of the cold start system, mounted on top of the coil, to provide full 12v to ignition system on starting  engine and the resistor reduces the voltage to 9v for engine running.  For use on a "ballast" coil.  

Old / new stock.   Very slight tarnishing on each resistor, -  which will not effect the use.
