 These style cups were secured when taking from the parking meters and the meter maid would put the entire cut into her buggy and turn the cup.  Her buggy had the key on the mating end and when she would turn the cup the coins would fall into her buggy.  Then, she would turn the cup the other way and it would lock again and place the locked cup back into the parking meter.
