This item is pre-owned and in good condition. I have tested this and the top rotates back and forth like it should. Sounds like it could use a little lubricant. The metal has lots of scrapes and scratches. This is for the bottom piece only. The tub that sits on top is not included. Please look at pictures to ensure satisfaction.
