You are bidding on what I believe is one of the first generation " The Original BS Dirt Skirt" created by Brian Scura of SST hub & post fame. It does not have the Made In USA stamp like most have.
Made from red anodized alloy it will fit most standard 80s 1" threaded forks, it installs under the lower race to shield dirt & debris from getting in the lower bearings while giving your build a nice little color detail. Works with most but not all 80s headsets!
This one has been mounted and shows some small nicks from use but still lays nice & flat!
