This is an original painting from a detainee/prisoner named Tarek (or Tariq depending on who is spelling it).  Based one some Wikipedia research, there were three people with that name that have been housed at America's notorious detention site.  The date signed appears to be July 2009.  

The individual I acquired this painting from was employed at GITMO for a couple years and had a lot of access to support staff and facilities.  The story goes that detainee art is destroyed rather than stored and they saved this from the incinerator in about 2011.   

Detainees regularly paint to alleviate stress while incarcerated there.  Some paintings have ended up in travelling exhibits.  The US has strict rules about art leaving the facility and it is generally prohibited.
