This is a SportDOG Beacon Light for Dogs.  The light is yellow and it can be either solid or blinking.  It's a good Safety & Location Light for Walking or possibly Hunting. It comes with two CR2032 batteries and a strap that has a carabiner to attach to dogs collar.  It is waterproof and submersible.
