I bought it new and unused with tags and have worn it a few times.
There is a slight amount of foundation on the neck area, as shown by the arrow in the image, but it is hardly noticeable.
The skirt is lined.
If you want to show your shoulders, you can do so (off-shoulder?) It's more natural to wear it without it.
