This is a Japanese Ornamental Cloisonné Plate made by Ando Shippo Co., Ltd., which has been reputable for 140+ years as the topnotch Japanese cloisonné production company. 

Glorious Mt. Fuji is beautifully depicted in this plate. It is quite large (as opposed to common Ando's cloisonné plates) and could be a wonderful ornament anywhere in your house. Its approximate size & weight are as below.
 - Diameter:  27.5 cm / 10.8 in     Height:  2.7 cm / 1.1 in     Weight:  1,157 g / 40.8 oz

It is in excellent condition. There is no chip or crack. The shining parts are not flaws, which are the reflection of light. 

Photo 7 is the back of the plate. You can see it is like a mirror. The plate stand is a part of this offering (photo #9).
