This is an Immobilizer Reset EEPROM chip for the 2001, 2002 and 2003 Toyota RAV4 with Fujitsu ECU contol 

What is this? - This is a pre-programmed chip for replacing the original one in your Toyota Rav4 ECM (Fujitsu Engine Control Module) to make it work with your existing keys. If you purchased an used ECM from eBay or a salvage yard or any other source where the ECM computer is not brand new, it will need to be "Reset" to accept the codes of your keys, otherwise the engin won't start. Just remove the old chip and install this one and your ECM will be "plug and play".
