It's lined and has an elastic waistband. It's a girl's size XS which is approx. a 6/8. It measures approx. 13.5in. in length and 10in. across the front of the waist. Please keep in mind Gilly Hicks clothing tends to run small. In nice gently-used condition, there are no stains, spots, holes or tears.
