That's rare variety banknote with red round handstamp 
'' NARODNO OSVOBODILNI ODBOR MESTNE ČETRTI CENTER ''


In his catalog  "PAPER MONEY CATALOGUE OF YUGOSLAV COUNTRIES / PART -1" issued in 1988, 
author Zmago Jelinčič mentioned this banknote on page 127 under catalog number 2 / 8d. 

Then, nearly 30 years ago, he estimated its value at 120 DM for UNC. 
Today it is worth at least three times more.
Of course, I talking about banknote with red circle handstamp like this one offered for sale here.
