We measure the waist by lying the jeans flat and aligning the front and back and measuring straight across the top, then doubling it. The inseam is from bottom of jeans to where the inseam intersects the rise seam. The rise is measured from the inseam on the crotch to the top of the waistband on the front.
"Actual measurements" are as important as "tag size" when selecting a pair of jeans. We suggest that you measure a pair of your jeans (that fit you well and have a similar rise) so that you know what actual measurements to look for.
