We measure the waist by lying the jeans flat measuring straight across the top, then doubling it. The inseam is from bottom of jeans to where the inseam intersects the rise seam. The rise is measured from the inseam on the crotch to the top of the waistband on the front. The thigh is measured across the top of the leg, right under the crotch seam, and then doubled.
"Actual measurements" are as important as "tag size" when selecting a pair of jeans. We suggest that you measure a pair of your jeans (that fit you well and have a similar rise) so that you know what actual measurements to look for.
