Includes two very important pieces of legislation. The first, "An act concerning the separation of the District of Maine from Massachusetts Proper," was the second attempt to provide for voting by the citizens of Maine to become a state. The first vote was positive, but less than half the citizens eligible voted; Harision Gray Otis led a joint committee which concluded "that the great majority of the people are in a state of indifference to the question," and thus submitted the current bill to allow for another vote by the people of Maine. Second was "An Act to empower the town of Boston to choose a Board of Health and to prescribe their power and duty." Along with the first public health bill of 1799, the bill of 1816 (a revision of the earlier law based on hard won experience) became the model for boards of health and the municipal ordinances nationwide.
