The top part is stamped Steel

The bottom has a very pretty design of flowers, possibly roses and leaves

This item has been used and at the top there is a very small amount of damage where the top is folded over

There is a hallmark just under the top rim and you can clearly see the Anchor for Birmingham but nothing else is clear, I would say this would be around 1900 from the shape of the stamp around the anchor, this is from looking on line
