In 1963 the USPS started experimenting with tagging stamps by applying a phosphorescent substance to the stamps. On May 19, 1966 the phosphor-tagged stamps were expanded to the commemorative series starting with the 1314 National Park Service issue (#1314a) and continued through Mary Cassatt (#1322a). Only about 12% of these 9 varieties were tagged and are getting more difficult to come by. After January 1, 1967 most regular issues through the 16c, all commemoratives and additional postal stationary were ordered tagged.
