Snowman String And Scissors Holder.  I believe this was purchased from Cracker Barrel, late 1970s to early 1980s.

The scissors are stainless steel and have a red handle.  The rest in a hole though the snowman's left hand.

The string is inside the body of the snowman, and can be threaded through his mouth.  It is currently not threaded through, but it included.
