Women’s Sneakers New BABY ON BOARD Custom OOAK - Converse Look?

Found these new in plain box, they have a Converse look to them but are unbranded, except for a size tag that has USA 8 on it.

Overall Quality is high, and they are very light weight, I cannot find another on the internet, maybe a custom made, promo?  see photos.
