Revising listings has been known to count against seller monthly listing allotments as another ploy to maximize fees to sellers.

eBay withholds discounts and exposure from honest sellers by promoting scam artists (those offering free shipping/free returns.)

FREE SHIPPING DOES NOT EXIST!
The obvious problem with FAKE FREE SHIPPING is that it undercharges long-distance buyers and overcharges those relatively local.
We believe eBay's goal is to charge and collect a maximum amount at all times.
Free Shipping forces sellers to predict that the buyer lives in the most expensive to ship location calculable.
Free Shipping seller always adds this maximum amount to the item price.
Free Shipping actually accounts to double-priced (or triple or more) shipping on multiple item purchases.
eBay always gets their 12.9% FVF to add to the REAL SHIPPING COSTS.
No product or service is ever free. We opt out of employing this scam.
We deliberately and aggressively avoid purchasing from any seller claiming the term "FREE."
It easily identifies liars and eliminates our "buyer trust."
NO RETURNS ACCEPTED! (**Except as specifically noted for "tested working" items.**)
Please make up your mind before purchasing, not after.
Returns without proper (in our opinion) justification will result in being blocked from future purchases.

It seems eBay wants you to think you are buying from eBay, not thru eBay.
It seems eBay doesn't want you to know who you're buying from or what expertise they may or may not have.
While eBay encourages sellers to refer traffic from other media sources such as FB, YT, & business websites, their policies forbid any reciprocation:

We ship packages via USPS. We MAY occasionally upgrade USPS "Parcel Select" to UPS Ground for faster insured delivery. We do not use FedEx.
We used to (but no longer) apply a standard percentage discount to shipping. USPS/eBay does kickback a confusing (impossible to calculate) discount on items shipped USPS Priority Mail. They do not discount Parcel Select or Media Mail. This was causing us to undercharge for shipping on those items. Keep in mind that eBay ALWAYS charges their 12.9% "Final Value Fees" based on the total sale amount including any shipping charges. eBay makes money on shipping and makes more money on FREE SHIPPING. We do not and we do not. We would give eBay & USPS 5 stars if they would eliminate all the confusion, charge based on size, weight, & distance, and bill ACTUAL shipping cost. We would gladly offer that.
Until then, this listing charges per the standard "eBay/USPS shipping calculator."
